I would ask the person that bought the bag which store they purchased it from…It shouldn’t really matter because those bags are so expensive that you should be able to take it to any one. But just ask…The person that bought the bag for you might even take it in for u!

buy another knock off (fake)
and have a shoerepair remove the faulty lock and put the good one on

If the bag is authentic, go to Prada on 5th (i think) or go to Hermes or Bloomies, got to the Prada counter, they have a list of local fix it shops
